Overview

In June 2024, we secured hybrid planning consent on behalf of Miller Homes and Kier Ventures for 1,434 homes, alongside SANG and associated infrastructure, at Phase 2b South Wokingham Strategic Development Location in Wokingham Borough Council.

Following approval of the outline consent, we were retained by:

  • The Consortium (Miller Homes and Kier Ventures) to obtain consent for the discharge of condition applications in respect of the pre-commencement site-wide conditions including, a phasing strategy; masterplan, design code and landscape design statement; SANG delivery strategy; drainage strategy; and pedestrian and cycle strategy.
  • Miller Homes to secure reserved matters approvals for their first residential parcel.
  • Kier Ventures to secure reserved matters approval for their first residential parcel.

All the above consents were required in 2025.

Our role

Following the grant of the hybrid permission, the project was transferred to our Reserved Matters team. The process to date has included three intersecting workstreams, managed by a dedicated member of the team:

  • Matt Harris led the project as lead-consultant on behalf of the consortium. Matt has coordinated and successfully obtained consent for the site-wide discharge of condition applications - including a phasing strategy; masterplan, design code and landscape design statement; SANG delivery strategy; site-wide drainage strategy; and pedestrian and cycle strategy.
  • On behalf of Miller Homes, Stefania Petrosino coordinated the submission of the first reserved matters application for 215 homes (Parcel R10). Consent was secured in June 2025.
  • In Spring 2025, Dan Sharp on behalf of Kier Ventures and their delivery partner Vistry, submitted a reserved matters application for 343 homes and strategic open space (Parcel R11). Consent was secured in September 2025.
  • We are involved in all coordinated engagement with officers and third-party stakeholders, including the Town and Parish Council, which has allowed for proactive discussions to ensure that the various work streams are managed efficiently.
  • We have continued to work on the development and submitted a further reserved matters application for 215 homes in early 2026.
